Telegram messenger is not prohibited for use in Russia. This was announced on October 21 by the special envoy of Russian President Vladimir Putin on digital and technological development Dmitry Peskov, speaking at a session of the international forum “Open Innovations” in the Skolkovo technology park on Monday.
The politician noted that information filtering and filter bypass technologies have never developed in Russia as fast as in the story with Telegram. Peskov admitted that he uses the messenger himself, and in Russia there is a network of universities that have official Telegram channels, TASS quoted.
I do not just use it [the messenger], but today we have a network that is being built on [the base] of more than 150 Russian universities, and it uses Telegram channels for its management.
Recall that in April 2018, Roskomnadzor blocked the messenger by the decision of the Tagansky district court for refusing to provide the FSB with encryption keys. Attempts to block Telegram led to restrictions on access to third-party sites.
September 13 this year, it became known that Roskomnadzor began testing a new hardware and software complex that will help in the fight against Telegram. The audience of the messenger among the Russians, in turn, is growing .
